you can get a couple of FIB police cars from a specific location on the map at a specific time and this does not require any glitches,at 1000 till 1145 there will be scientists and FIB cars ( buffalo like Franklin's Car car and a 8 seater 4x4 like the police SUV.

 

you wont be able to modify them but you can get a tracker and insurance. Plenty of videos on youtube that will show you how to store in garage..
