No matter the amount of money people have on them, I've never had my mugger steal more than 2k from them. Tried and tested many times with friends, non friends, and crew members.

You could also run near your target and kill him when they have been mugged so he cant kill the mugger

I use the mugger when I'm out of Lester off the radar and am stuck one on one in cover. Mugger approaches stabs him, he falls and I run and finish him. Besides that mugger should have unlocked way before Mercs

Only time I have been mugged was when a friend wanted the achievement and we let each other use the mug option. Any other time, the mugger dies so easily, it is a waste.
