How do you send a mugger?

You have to rank up to level 50. At that point Lamar will become one of your contacts. All you do is go to your phone, call Lamar and the mugger menu pops up. Once you accept then a list of all players in your session comes up and you select your victim. After that you can just sit back and relax. I try to go to my apt. and watch the victim on TV.

I got one of my buddies last night. He's a lower level and figured he'd be an easy target. He was ringing the buzzer to come in my apt. when the mugger came out of nowhere and got him. He was not happy
