Where do you find these 2 cars?

You can replay missions but when you fail or complete one, you'll be sent back to what you were doing before you replayed a mission. So there is no way you'd be able to get cars from missions.

Call Merryweather for back up to kill a player, When they arrive.....Kill them and take their jeep and save it.

I have seen the Surge numerous times driving around the Vinewood area.

Well, I still haven't found the Surge. I think in GTA 5, once you find a car and drive it, it starts spawning everywhere the next few hours.

 

For example, I couldn't find a dominator, then I got one using the mission method, but now this car is spawning all over the place.
