Keep looking in the car park of the golf course. Found mine yesterday. Wasnt there to start with but got it after an hour

This is in a thread somewhere, but I'll repeat it. I found mine behind the Vespucci Beach Tennis Court.

 

Check the Simeon daily texts for the import/export cars and when the Obey Tailgater is on the list, go to the parking lot (there are two different lots) behind the Tennis Court and the lot off to the side on the beach as well.

 

If it is not there when you first get there, drive around the block to re-spawn the cars and repeat that until you find it.

 

I am not sure if you can reset Simeon's text by finding a new session, or if it will be the same regardless. That might be something worth looking into, if it hasn't been figured out already. I'd check but not online atm.
