Yea they can. A new TOS came out and bans are going off all over the place. The only thing that worries me is it can be used against people not cheating. If you are doing well in a game you can now be reported for stalking/griefing which can put your account out for a few weeks. This system can certainly be misused just like R* bad sport system. I had someone report me in BF3 for stalking/game tampering just because I killed him a few times, nothing ever happened from it. But now if he can span a complaint button or even get his friends to do it then...yea...I can see problems.
