What is the fastest method to level up legal?

My question is: What is the fastest method to level up legal?

 

I have been playing for 24 hours total, and i'm level 14. I have been exploring, killing, and done few jobs and racing. But I should be at much higher level if I was participating in races and jobs.

 

I have done the LSC glitch to upgrade car and bought the 400k Eclipse Tower apartment.

 

Is this a good way to level up:

 

Do races on Criminal Records track around the prison with 1 lap? And keep repeating it?

 

Or what would you do?

Race Criminal Record with a friend on 3 laps with Traffic, Wanted Level, Custom Vehicles all on and Catch Up off. I'm not sure about first place...but I normally just hang in at 2nd and you'll hear what sounds like a double kick drum when you hit the check points. You'll pull Max RP on the race by lap 2. Also...make lap 1 in about 40 seconds, then improve lap 2 to about 30, then to full speed on the last lap and you'll get stuff for that too. Rinse and repeat.
