Random events not appearing

I am getting close to then end, so have started to collect letter scraps, UFO parts and Random Events using the iFruit app as a guide.

 

The scraps and parts are where the map shows, but none of the random events are appearing. I visited 10 spots and none offered a random event......

 

My assumption is that they are time of day, or character specific, but how do you know? I am sure i could find a guide/walkthrough which might help, but i want to use the official tools where possible..

 

How do i know how to trigger these Random Events?
