Different tires/rims have any effect besides looks?

Do they change handing characteristics if you pick high end, sport, tuner, muscle, offroad or whatever? Are offroad tires actually any better offroad than say high end ones? And if so what exactly are the differences? Do rims matter or they just for looks? why are the prices so stupid and so random and different? Like normally they would get more expensive if they were better but the lists seem random and arbitrary, I think some of the cheaper rims look much better than the more expensive ones. Anyone know for sure with proof?

no one knows? ive played around with them a little but not noticed any difference, however my tests are far from scientific so im not really sure, lol!

I figured there would be, I tried a search but as usual it didnt find sh*t, lol! I didnt notice any difference but like i say its really hard to tell, could be a small effect. I dont get the pricing scheme though, you would think they would be closer and go up with every step up instead of random order, lots of things are wack though, maybe they will add tires having an effect in a DLC pack or something in about a three years when they fix the rest of the game, haha!
