Can you go inside? Can you rob it? Do you have to do a mission (no spoilers please) to open it up? The Bank is near the Cherry Poppings business area. *Spoiler* Ken is too busy snorting at The Malibu. The mission "The Job" involves Tommy, Phil (The Gunman), Cam (The Safecracker), and Hillary (The Driver). Other than this mission you can't do bank robberies. You can hold up stores though.
