It's always been there. Since launch. I hope they open it up for business. Would be a nice addition to the game. sh*t now that I think about it, they need to throw us a bone soon. Running out of sh*t to do online.

opening the casino and horse track betting actually could help R*
by having the same system as the casino, R* will be taking away ppl's money
hence selling the cash card more

They had a similar sign on the jewelry store from the heist in single player. I assumed this meant they would eventually include jewelry, but no luck so far.

Horse Racing, and betting on them is my biggest wish.

Being able to buy a stallion/stable (we know R* can do horses reeeal good)

It's a dog racing track reserved for DLC mission called "no chops for chops". You have to get chops' fat ass to lose half his body weight by walking him for 2hrs a day for 4 weeks (real time), then enter him in a race & put £1,000,000 on him to win for gold medal.
