Lung Capacity Glitching

I have 100% Lung Capacity, but when I'm diving in the water near the docks by the airport for a UFO part, I start downing within 10 seconds. I know I've been able to stay underwater A WHOLE HELL OF A LOT longer in other situations. WTF is going wrong?????

 

After reloading TWICE, now Lung Capacity is functioning as normal. But son of a bitch.
