I'm on x-box but it should be the same. Do the mission "Gentry Does It" and you can get one very easily. It's in the garage that you steal the cars from. Do the mission with other people. Take the Phoenix while they take the two cars you're stealing. Stay in it. When the mission finishes you'll still be in it to take to your garage or to LSC. Got mine a few days ago and made it match my RL red 79!

You can also get one on a mission called "No Hay Bronca" from Gerald. Play the mission until the end, when the final guy is escaping he will be driving a phoenix just steal it from him and kill him. Don't kill him first or you cant take the phoenix.
