Yes but the game lags so much changing to these channels that it makes it not worth it and frustrating! A shame because it is otherwise a great feature.

All I can cycle through are the cameras outside the appartment and the one in the garage

How do I spectate all players then?

I have 2 "watch others" options on my TV.

The first is a news channel that covers any player in trouble with the cops. It jumps from player to player as activity occurs. Like real news, I have no control of what they show.

The second is a session wide player selectable channel. I can pick the person and the view. It's great for checking who is being naughty/nice before you leave your apartment ..lol. It's also a good way to watch & get a feel for how others interact (whether friends or foes) and to get ideas/tips on activities. In a good session, just watching them all is more fun than actually playing.
