Obviously to sneak up on people, but how many times do you actually need it? Does it do anything in free roam. People say it helps you hide from cops, but I don't see how. They're constantly turning around and moving their vision cones, so you're easy to spot when in their proximity. sh*t, if you're hiding behind cover, they still somehow see you.
