Many of the FLEECA banks already have interior builds, the only thing stopping people going in is locked doors. I assume this is ready for the heists. You could probably glitch into one of them and have a look around if you tired hard enough. Here are some snapmatics and the location I took them at. There are PLENTY around LS. I have seen several, this is just one... The location of this particular FLEECA bank in the images is located in Vinewood, on the main road above LS customs (not the street above it, the main road, two roads up on map.)
