You can get that car from a mission found in the Job list after level 19. The mission is called Dirt Road, and the car can be found parked along a dirt road where you chase down some baddies on dirt bikes. Just drive it to your garage and finish the mission.

I have a chrome one with pink tire smoke and my friend has chrome w/pink tire smoke, black with idk what tire smoke, white w/ fluorescent blue tire smoke and, lime green with green tire smoke and, mint green with green tire smoke if u want them msg Gt: TheRussianSpy27 but you'll have to do something for me and my friend.
