Both. I think 4 people inside and 4 on sidesteps.

I use the granger most of the time, 4 inside and 4 outside. The ones hanging on the side can use assault rifles or the MG, looks good cruising with full car in missions. I've almost maxed out mine, just missing the gearbox, like how it moves, a bit big to weave through traffic though.
