I'm Level 50...Still Haven't Unlocked Mugger/Call Mercs/Off Ra

there's still a lock symbol there saying wait for lamar/merryweather/lester to contact you. how do I unlock this? does it have to do with completing missions? because I honestly stopped doing missions once I met trevor

Make sure you're Level 50 .. then Call Lamar for the mugger.

 

Perhaps leave GTA Online, start a new session then try.

There's no point in calling a mugger anyway, unless you're looking just to goof around.

 

You have to call the mugger, let him do his job, then kill him, then kill the player they mugged, then grab the money, then escape.

Mercenaries are a blast though, but not really sure how to solve this problem of yours. This game is full of glitches though, so I wouldn't be surprised if it is permanent.

 

For example, one of my friend's in-game internet is glitched, so he can't purchase vehicles, which really sucks.

That's strange when I reached level 50 earlier today, Lamar rang me up and said Mugger was available to use.

Do you play and beat missions ? or just criminal records ?
my bro have same your issue with his old character when he was leveling up via survivors and criminal records.

I suggest for you if you didn't, to play and beat some missions and they will call you, this also happen with lester and his opitions.

im in my 60's (level) and i've unlocked the mugger, but evertime i use him i can'r spot him on the minimap.
