OP, you can find Rat Loaders out in Sandy Shores, normally parked near a trailer .. sometimes they're hard to spot. Keep visiting there till you come across one.

Agreed. They spawn in a few locations around there. Theres a Couple of YouTube vids showing different locations all in sandy shores. I found mine after driving around for 10 mins
