Passive mode. Did it get worse?

So I have been playing since release and at first passive mode worked by protecting you against bullets from other players but not cars. You could still run people over. The passed few days on multiple server I have been in passive mode and been shot and killed multiple times! So basically now all it does it not allow you to use weapons but everyone can still kill you anyway they want. Is this a server option now? Or did the new patch mess it up even more?

Passive mode was never good.

 

You could die to a pedestrain that has a gun because of the 10 second wait.
