Its part of a sign at the top of a hill near by, you can sticky bomb it and it rolls down the hill, often crushing hikers!

it's the orange from the roof of the orance juice stand/shopt halfway up that mountain. you can knock it off the top and it rolls all the way down the hill. try putting a sticky bomb on it before pushing it down the hill.

Forget it. Apparently one of my crew mates tried it, and the ball disappears when it gets too far away from the building it came from.
