Wall or under the map glitch?

There is a guy in my session right now that is either under the map or shooting through the wall and cannot be hit. The guy is in the bm hair salon. Has anyone seen this?

Is it in Vinewood? I befriended a dude once who took me to this location. I often use it when I have a bounty on my head, people get pretty confused!
