Lester's locate car?

So if you're actually in need of a desperate car, Lester actually locates one close by?

 

Because the 1 time I used it, I was near my apartment (vinewood area right next to Epsilon house). And the vehicle he highlighted for me was an ATV (4-wheeler) at the horse track behind the casino (like 2.5 miles away).

I guess I'll keep trying. I've never once had a car spawn anywhere near me. If it's for not wanting to steal a car and get a bounty it's a horrible feature because you then have to walk 5000 miles to get the car. Easier to steal then call him and remove your bounty or just hide from the cops.
