The dubsta also has an optional snorkel upgrade which does absolutely nothing.

The Snorkel for the Dubsta is just a snorkel.

 

Slapping a snorkel on an engine won't make it water-ready, it needs to be worked on more.

That being said, it's all looks. Looks badass so why not

Snorkels look retarded (opinion) and knowing that they don't even provide function means they're really worthless to me.

It'd be a cool function if the Mesa (and dubsta) could go into shallow water. It'd be an awesome way to getaway from cops and other players.
