Well since online has nothing new to offer and I need some cash, would I be able to buy the game again and still have my rank 150 and 4 million dollars?? Ill probally buy the game again in a month or two after online gets fixed and new content is released. My game/files are saved on a USB flash.

Your online saves are saved on R*'s cloud servers.

 

This. And your offline saves are stored on your HD. The disc does nothing but allow you to play the game. Sell away.

Not to worry. Unless you physically go into your harddrive and delete your GTA 5 save, it'll stay there. I bought skyrim on release. Sold it a few months later, and just bought it again last week and all my saves were still present.
