Is there a way to play the radio on a police car?

Yes. I have done it.

After you are in a 2-3 star cop chase and lose them, sometimes cops leave their cars behind. SOMETIMES. I find that whenever I take these left over cop cars, the radio works.

To be honest, I am not positive if that guarantees that the radio will work. I have only done this like twice by accident.

Most of the time after a cop chase the cops all get back into their cars and leave, but I find sometimes two will get into one car and the second cop left the cop car he brought sitting there. That's what you gotta do.
