Someone explain it to me because I cannot find a bloody option for it anywhere and it's beginning to piss me off.

Hold Select/Back, go to Inventory, go to Cash.

However, giving cash straight up is disabled right now.
You can, however, share from a job, bounty, or robbing a store (NOT from hitting an armored truck, however).

Only way to give cash now easily, The person you are giving cash to has to be level 50, get him to call lemar an get a mugger on you anything you have in your hand the mugger takes say $100k then it will give it to him after it has been successful
