Bad sport player in regular lobby?

Found some dude with a dunce cap blowing up player cars in a regular lobby today. I don't want to play with people like that. I don't mind killing eachother, but it's bullsh*t when people blow up your car when they can't get at you or when you kill them too often. What's more, I have my chat settings set to friends and crew members only. But I can hear others when I kill them or when the kill me. I don't want to hear people complain when I kill them. I also don't want to hear people gloat when they kill me. Rockstar really needs to get their lobbies in order.

If he quits out or joins a mission, he'll then get put into dunce town.
