Do one of the missions for Simeon where you steal a car and drop it off at the docks. They always seem to spawn for me

Same here, found one sitting in the parking lots outside Simeon's garage yesterday. Sold my fully modded sabre and now i'm rocking this as my muscle car.

found it down by the docks after delivering a car for simeon. its random if they spawn there or not. i drove around the other night trying to find one for a friend and couldn't find one and i was in my phoenix. then yesterday he was down there delivering a car and got one easily.
