No, many people who race get plenty of money and they unlock the chrome paint after 50 wins with each type of car. It's not the sign of a glitcher necessarily.

I've unlocked chrome and have it as a secondary Color with a peralesclant(sp?) color on top of it.

Yeah exactly, I've practically only done races (about 200) and have unlocked it, level 52 and only have a fully modded Rapid GT, mostly modded Gauntlet and some unmodded or basic mod bikes. A chromed Adder at a low level is the slightest bit suspicious, however
