Its because some countrys wouldnt allow nudity like that in their video games. So they're censored.

This, although i find censorship liek this strange, it's ok to have a game where you can go around murdering people but the moment there are tits it's like "Nope".

because they arnt gonna make a different online version / servers for australia and other countries where gta hardly passes the grade bar to get published

 

if you look at the early trailers, there was no topless chicks too... if you buy the game in australia you wont have topless strippers in sp too
