Are the residents of Los Santos forever alone?

I've noticed but never thought twice about it... Why is everyone driving around alone?

 

I wasn't 100% sure my theory was correct so I just spent the last 10 minutes driving around checking every car, every single had only one person inside.

 

No-one find this weird?

 

I used to love jacking a car to find a terrified passenger within and taking them on a ride from hell.

 

Maybe this was a ploy by R* to cut unnecessary NPC's.

Obviously it doesn't really effect the gameplay for us but it would add a more immersive feel.

I've seen multiple passengers multiple times, but the others always get out before you can drive off.

Havent checked in online play, but I've run into pairs of npcs before. Could be a server thing, like when no cars or peds spawn.

I've seen a FEW vehicles with more than 1 person in it. I just wish there were more vehicles (in general) on the streets

Seen a couple that had 4 passengers, however you can not kidnap them like you could in IV, they all bail out the minute you start jacking the car.

Even San Andreas (and earlier?) had multiple people in one car. Pre order cancelled.

There are cars with multiple passengers, at least in SP.
