You'll be able to find the Surfer (surfboard/non surfboard version), Duneloader, Sultan, and Rat Loader mostly north or around Sandy Shores.

 

Also try near the LS customs a little south of Sandy Shores, mostly the Sultan and Duneloaders will spawn at the used car lot just across the road opposite LS customs.

I found out to get the Sultan to spawn up there I was on a Dirt Bike. If that has been suggested already then it's just a reminder, if not then hope that tip helped.

There are two vehicles (so far) which I have encountered which have blank license plates

 

1) During a switch to Trevor, he can be found under del Perro pier, yelling at some man which he tied up to a pole. If you walk away (in the direction the man is facing), you will find a van, which is either white or black, and has a blank license plate.

2) After the mission Predator, the player can switch to Franklin, and he will be driving a Cavaclade (the same seen in the mission) with Chop. The Cavaclade has a blank license plate.

Not many collectibles left that are "rare". Sure, there's gonna be the assholes that say "go in the duplication thread", but to find it on your own is much harder. I know the hearse is a tough one....aaaand that's about all I know.
