Half the payout for 1st time missions

I fully understand and have read thoroughly through the new patch and the changes to the payouts for repeated missions. For me though, even with brand new missions that I've yet to play before, I'm only getting 50% of the payout other people that I'm playing with are getting.

 

I had to make 100% sure that I was not just confusing myself and not remembering the missions, so I waited until I had a mission I was positive I had never done before. Finally I get the mission "Caught Napping" where you have to rescue some guy named Leroy from some thugs in black vans.

 

I invited a random into the lobby and we played through the mission. I had never done this sort of rescue mission before so I was positive I'd never done it. Once we completed the mission, he received $5K while I only received $2.5K. I was kind of ticked off only because I'm sure this has happened quite a bit over the last few days. I figured I was just repeating the same missions, despite not really remembering them from before, but now I'm pretty convinced I got jipped from some earnings.

 

Anyway, I was just wondering if anyone else has seen this happen to them. If not, where would be the best place to report this to R*?
