The betting on the other hand I believe refers to betting in races, and in matchmaking, which does not apply to the casino.

It's too bad it isn't true till R* says so. But it would be nice I brought that up in a past post on how you used to be able to sell "Ice Cream" from the ice cream truck in GTA VC. Which would be cool to be able to rob someones ice cream truck now

People have brought this up before, but it's old. Look at the date it was posted. I think the gambling refers to betting in races and tdms, etc. The drug dealing probably refers to drugs in missions and what not. I could be wrong, but we will see.
