same for me now all of mine are attack choppers. Only one i ever see is in the Army Base

According to a friend of mine the type of chopper that spawns is level related. I'm in the 60s now and all I find is Buzzards and stuff too, not seen a Cargobob for ages. A shame as they are great fun with the lift hook and all.

Just ask a friend with a lvl lower than 30 to go to the airport for you.

 

 

Edit: A few days ago i have read a topic in rockstar support and they answered with that they will look what they do with the helicopters because more people want the cargobob back.

Have you tried to look on the other helipads around the map? There is one by the dock, and one by the location of the submarine + Trevors little airport. Some times it spawns for me there, rarely, but it happens(i'm lvl 48, and the attack chopper spawns mostly for me)
