It's bad enough actual players are spamming the bounty system. I don't need it from every other npc I jack a car from! That should reduce your NPC bounty. Or, I'm not sure if this works, but you can kill the NPC after you pull him out of the vehicle, press A and move the left stick after you start to highjack. Easiest answer - stop stealing cars. jacking parked cars or killing the driver doesn't help - you'll still get a bounty. If you must keep jacking like a zoo monkey, go for really cheap looking cars. Its ridiculous with the cops and gtao. Off topic, but I just learned that your stats will decrease if you stay away from gtao too long. Not something I'm fond of, imo.
