How do you accept friend requests?

Someone online who had just done a fun series of races with me sent a friend request so I paused the game looking for where to accept it. I went to friends but it said I have no friends and it wouldn't let me send a friend request to that guy and gave me an error instead but I can't remember what it was. When I unpasued he was gone... is there a way to accept friend requests even a day later after the person had logged out? How do you accept requests?

 

Also does having a lots of friends online cut down on the 10 minute waiting times of hosting just to a single person to join you? Gta 5 online seems deserted to me. I barely see a single person in free roam and never play with more than a few people in races/events. Seriously, its hopeless. Once I waited an hour and not a single person turned up for a race.

It's the servers, my friend had this same problem, it said he had no friends online. He ended up logging and then coming back on later to find it fixed.
