New cash system!?

What is with the new cash system where some players after a mission get double the money of the other players for doing nothing?? i dont get this why R* are changing amount of money and why some players get more than others??? this game is getting silly now sort it out and get more missions and heist on the go!!

If you played the mission before you only get half the original payout. If you haven't played it before you'll get the full amount

see i thought that but having played with friends many times on the same levels it seems that cash payout competely random and its becoming a pain

Ya well that's how it's meant to be but I've done a few new missions myself and still only got half the payout, so I think it's messed up.
