How the game decides when you can/can´t bet?

I always try to bet for myself in races to see if someone gets cocky and I get extra money. But I just can´t grasp why sometimes I can and sometimes I don´t get the option.

 

Anyone know what´s the logic behind this?

Someone has to bet against you so the cash is evened up and given to the winner otherwise the bets get cancelled

Yeah I knew that. I was wondering why sometimes I even don´t have the chance to place a bet myself.

 

The money youre betting has to be in cash, the money cant be in the bank...I think

 

I´ll try this.
