Lester has a mission called "Cop's Capacity" that has you use a Dominator. If you complete the mission while in the Dominator and go right back into free roam at the voting menu, you'll still be in the Dominator.

Seriously, the Dominator is the most common car along with the Buffalo.

At least for me.

I constantly see them in Los Santos. Look around Vinewood area and near the LS Customs closest to Vinewood

I would recommend Crimson_wolf's method if you can get that mission. The car has armor already. Sells for like 14k or something if you don't want it.

i will trade a dominator for a western bagger (franklins bike)

It's very easy to find around the expensive areas of the city, like the golf course. To make it easier on yourself just leap frog from one muscle class car to the other. Eventually if you see the Sabre, you will get a Dominator next almost every time.
