In story mode you have to pay a small fee to get the cars released from the impound, the impound seems to be unpredictable sometimes the cars get replaced by newer impounded cars but sometimes they dont so you shouldn't keep a car in the impound for too long. You can have shoot outs with all three protagonists together though while hanging out, and one of the achievements actually consists of this, while surviving a three star wanted level or higher for a bit. Though in my experience while the computer is controlling them they are terrible shots and don't make use of your best weapons, and your not able to quick switch to them like in missions. Your stuck as the character who initiated the hang out. #2. Not sure about this as some people have reported the same problem and I myself have only had it trigger once though I've returned multiple times. Others have said that they have gotten it to happen more than once though so just keep trying. My guess is that it takes a lot more than a week to keep people from exploiting it to build up money possibly? Just make sure your trying as Trevor as it's only available to him. #3.Yeah modded cars will get impounded and stay there until you pick them up or they are cycled out of circulation by other vehicles your character has driven. I don't know what triggers the game to consider a vehicle "yours" though and go to the impound instead of just dissapearing. I steal lots of cars as I'm not done with the missions yet to save money, and have just randomly checked the impound lot and found cars that I've resprayed and threw some wheels on that were many many stolen cars ago. So I would suggest checking immediately if you are missing a car you really want back. It also helps to blow up vehicles your finished with. Also you can't steal them back that I'm aware of, though it only costs $250 to get them back. Unless that is an online feature or something.
