I really don't understand why they wanted to limit these vehicles from being owned in multiplayer. I could see the harm in letting players own the armored NOOSE trucks, but regular police cars? A lot of people like those vehicles to just play as good guys and hunt down bounties.

yes. if you mean the police suburban in north sandy shore. get 4 star wanted level in paleto bay. then get the suburban police vehicle with the number on top. take it to the pay in spray in paleto bay. then your good to go.
