If I delete all my GTA 5 singleplayer data....

Since my online character is saved to the cloud will it effect it? As I wanted to start a new game. Might keep one old save just to be safe.

no i think it will not be affected because my friend got his ps3 formatted ,lost all data from his games but was still able to have his old character, why would you delete your sp data anyways

Yes, even deleting all game data and saved game file you can still use your online character, as it's saved in the cloud..

My ps3 broke, and i just logged on my cousin's ps3 and there it is

You're safe! You can even log onto your PSN account on a friend's system at a different place and have your online save

Just backup your game saves to USB and then start a new game. No need to delete them.
