How I get the Mechanic to deliver every time.

I've noticed things like objectives will spawn very close as long as they are not on screen. So when I order a car I just spin the camera around me at a medium pace, I'm usually near some road or dirt road or path. Since I started doing this I've gotten him to spawn every time.

 

Edit: I was at the docks once and he didn't come through though, but I found a Phoenix so I forgave him.
