No, it was never meant to include the money. The patch was to allow Rockstar to give out the money once they're ready. They said the first 250k will be by the end of this week and the second 250k will be by the end of the month.

They just said it would be by the end of the week but apparently the end of the week for them is the monday or tuesday of the next week.

I think, personally, they will give it out at 12:00 PM on Saturday, (Central Time), as to appeal to the weekend players.

I read some where that they're just making sure that the patch does infact stop character progression from being lost before they give us the stimulus. Wouldn't want to get the 250k and then it disappears to the cloud! :S

Yeah, so they changed it. Maybe at the beginning of next week they'll change it to "we're aiming to make the first deposit at the beginning of next month." EA does this same sh*t, says one thing then does another.
