Start--> online ---> job---> host by yourself or join ---> created by rockstar---> Survival mission and select.

 

There are 10 waves, you gain 20k + 3k RP if you play with someone.

That's very strange, it should be unlocked. The first survival mission is unlocked at rank 15.

Try to press start and check the map if you can see the icon of survivor mission. If you can't resolve, contact rockstar.

He can only be experiencing one of the options and sounds like its the,

"Victim of horrible glitch" option.
