Are mission and freemode VoIP separate?

I have voice chat always set to allow friends and crew while in freemode,

But I've always assumed that when I join a mission it automatically allows voice chat for everyone in the mission, regardless if they're my friend or crew.

 

Is this the case? Or do I have to manually change it every time I go between freemode and missions?

 

I tend to notice nobody I play missions with uses voice chat, unless I'm just not hearing them.

I hope this isn't the case, because that would be super inconvenient for people like me who often play with random people

Yes, they're separate. The game acts as if "everyone" is selected during missions/jobs. Back in freeroam, your selected choice becomes effective again.
