How does the Mugger work?

Is there really someone that spawns and steals the money or what? and if the one I called the Mugger on is driving in a car and escapes or the mugger dies or fails stealing in any other way, what happens?

Do I instantly get the money when the mugger reaches the mugged or do I have to do something?

If someone could explain the process to me of how it works and what's going on that'd be great.
